Whereas postsecondary educational institutions throughout Oregon have voluntarily joined together to provide distance education information, services, and a web-searchable database of distance learning courses and degree programs at http://OregonONE.org, and
Whereas the participating public and independent postsecondary institutions in the Oregon Network for Education (ONE), the Oregon University System, and the Oregon Community Colleges desire to maintain and expand access to OregonONE.org and promote distance education opportunities throughout Oregon,
The participating members do agree to the following basic principles and obligations:

Institutions promote and subscribe to the NEA Benchmarks for Success in Internet-based Distance Education and the Regional Accrediting Associations' Guidelines for Distance Education.

Oregon University System sponsors and maintains the ONE website at http://OregonONE.org.

| Degree Programs |
Oregon University System maintains and updates the degree program database for ONE.
Institutions, at a minimum, annually review their program information and send information updates, including new program information, to Oregon University System.

| Course Feeds |
Institutions update their course feeds a minimum of once per year (optimally once per term) in accordance with the instructions and standards available at http://OregonONE.org/contributors/. Institutions are responsible for keeping their data current through the tools (batch and edit feed) provided. Institutions are responsible for costs incurred in conjunction with their course feeds.
Oregon University System's search engine will not show course information that is dated. ONE will show all future terms provided by the institutions, the current term, and one term back. Institutions will have access to course information provided for earlier terms even though students will not see them.

Information to Students/Staff: Marketing |
Institutions will add, then maintain, a link at their institutional website to the ONE website, preferably from their distance learning or extension page. The ONE logo button and suggested text are available at http://OregonONE.org/link2one.htm.
Institutions will place poster(s) provided to them by ONE at location(s) on their campus (or at appropriate off-campus sites) to assist students and staff in learning about the ONE site.

| Technical Assistance |
Institutions will work to further automate and optimize course feeds in conjunction with the Oregon University System. Technical and administrative staff responsible for institutions' course feeds will be members of a ONE listserv and will be invited to make suggestions for improvement.

Roster of Participating Institutions |
A roster of participating institutions will be maintained at the ONE website and attached to the Statement of Joint Responsibility. Participating institutions include those which submit courses and/or programs at the ONE website. Participation is voluntary.

Continuing Participation

The institution notifies ONE when it no longer wishes to be a participating member.

| Coordination |
The Chair of the ONE Advisory Committee, the Associate Vice Chancellor for Academic Affairs or designee, reports periodically to the Oregon University System Academic Council, the Community College Council of Instructional Administrators, and the Joint Boards of Education.

| Advisory Committee |
The institution provides annually a representative to the ONE Advisory Committee.
The Oregon University System convenes and chairs (in-person, listserv, or teleconferencing) the ONE Advisory Committee, at a minimum, each term to review ONE policies and practices.
The FIPSE ONE Steering Committee will continue through Fall 2001, until termination of the grant, after which the ONE Advisory Committee assumes the advisory role.

| Representation |
The institution provides annually identification of program and technical contact person(s) for ONE. The program contact represents course, degree program, and service issues for the institution. The technical contact submits course feeds from the institution, handles course edits for the institution.
The Oregon University System maintains a listserv of program and technical contacts for communications purposes.

| Fees |
Until the termination of the FIPSE ONE grant in Fall 2001, there will be no fees charged institutions.
The ONE Advisory Committee is charged with the responsibility for recommending when and if a fee structure is needed to maintain ONE in the future.

The Oregon University System and the Oregon community colleges engage in discussions about interstate partnership through a variety of organizations. Recommendations for listing interstate partners at ONE are referred to the ONE Advisory Committee.

| K-12 |
Future partnerships with K-12 may result in expansion of ONE to include K-12 course and program information at ONE. Recommendations about expanding ONE to include K-12 are referred to the ONE Advisory Committee. |
